He's just recapping the private placement and since it wasn't filled they had to fill out the form. Remember Mr smith does these without the help of brokerage firms which saves the company money and stock as they take a commission of private placements. Mr Smith has done an amazing job getting this company to 0 debt and on the verge of an application to Health Canada which is being done by the Univ of Alberta. Expect news on that front in the very near future.
