I believe these 3 categories resemble the same three categories of the Talos suit collaborators, listed as Government Collaborators, Industry Collaborators, Academic Collaborators

I'm not so sure this is a coincidence. With so many other countries also building exoskeletons, I'm certain the US is thinking about exoskeletons at the highest levels - just look what Obama said in 2014 about building Iron Man.
