could be a number of things so until we have intel from the company or actually see it it is all supposition.
likely things are:

A) Raise in the A/S as they have done a number of times in the past
B) Reverse split to provide headroom in current A/S to raise funds for fines and other business uses

I doubt they have got a plan currently as so many things are dependant on the FDA so suspect it is just A) which will go unnoticed in the share price. They may raise to 40Billion to cover fully converted shares.
