It is common to see such transactions due to "penny for the lot", that is traders selling dead worthless stock for tax loss write off. Due to no market activity FINRA allows a broker to liquidate the shares at a minimum price, this went unnoticed for years until 6 digit reporting became available.

This is the primary cause of .000001 transactions.
