The players are:

Clay. He and Porter before him traded a pile of convertible debt notes for cash into their pockets. His job is to stage the pump, so the affiliates can dump the 1.5B shares converted. Minus whatever they haven't previously dumped.

The Affiliates. They have to trust Clay can generate enough volume for them to dump the 1.5B shares into. Given this Microcrap scam has run recently 0001<-->0003, it seems they are willing to start dumping at 0003.

The retail flip traders. Buy at 0001, and then guess where the dump starts. Hope the affiliates allow them to wet their beaks, and complete the trade, before the stock crashes back to 0001 again.

The retail dreamers who received the Email alert from the 3rd party promo sites, and come in all excited. Assuming Clay paid for a promo. They dream of the big score, and becoming multi-millionaires overnight. They are required to bid the stock up, so the Affiliates can dump in volume, and the retail traders can make a profitable trade.

Seems the latest pump has the first 3 in play. But not the last. PPS not moving up with volume. Same ole past 0001-0003 channel going nowhere.
