OK, I am curious.

In your mind, who is manipulating QMCI stock?

Is it the brokers, or the market makers, or the shorts, or the longs or is it the Russians?

Whoever “they” are, can you tell me if “they” are trying to manipulate it up or down?

To me it just looks like a thinly traded stock, without any dilution that is capable of making moves up or down on light volume.
