I think that this style of writing does help the reader, since it condenses and puts related thoughts into a visually logical structure, which allows individual clauses to be picked out and focused on, and then cross referenced. Easier than if it was all run together into a couple of of 400 word sentences.

But since the lawyers write the laws, then we are stuck with their writing style. So as an investor, I have learned to deal with it when I want to understand the facts.
