The "value" of the NOLs does not fuctuate based on changes to the FEDERAL tax rate! The ONLY thing that changes in relation to that tax rate (for this discussion) would be the rate of utilization of the NOLs.....however...

I would add that there is another factor which you (and others) have not even mentioned: HOW MUCH INCOME the end user of the NOLS is putting against the NOLs @ 15%.
