UAL shareholders. Plane fares are determined by the market, with a boatload of airline companies competing. UAL can't just jack up prices to pay a fine.

And shareholders are ultimately responsible hiring the BOD and thus indirectly for hiring senior management. So this is as it should be.

Since UAL was (and I think still is) an employee-owned airline, a lott of the stockholder losses will be borne by those large blocks, generally represented by unions, that have significant influence in the composition of the BOD, and indirectly management.
