No, it is not just "removing the oxygen". Those nonsense phrases and words are meant to fool the uninformed.

Besides, if they remove the oxygen, what are they replacing it with? Is it a vacuum in that Translock?

Never mine, I find it disturbing to even try to rationalize nonsense language.
