As I recollect, Odyssey Marine didn't have any contract with anyone but were claiming Admiralty rights.

Thats what I meant by risky and remains to be seen.

If I were seeking a salvage contract with the State of Florida, I would insist on an indemnification clause thus the State being the legal "firewall". After all they're issuing the contract exerting their supposed legal authority on all shipwrecks in their submerged lands.
