When they refer to black market in Canada they mean the illicit market as well as a huge proliferation of dispensaries that are illegal but police have let go because of a confusing court ruling.

To give you all an idea of what I mean. Vancouver has hundreds, Victoria has about a dozen and a half and even small towns have 3-4.

If the goal is to shut all of that down and have registered LPs supply dispensaries then that in my view is great news for LPs.

SL has the advantage of cheaper production so once licensed even better news for them.
