The process is killer. Funding for new things is a bitch. I think I posted before about the USDA program that they should be looking into. But, I like you idea of going to the end users and collaborating. The State of Mississippi or at least the county should partner as well. Political partnerships can work if you grease the right palms. It must be considered as well that with every good idea comes the counter pressure from existing competition (fuel) sources that do not want to see their bottom line impacted from the new guys on the block. So they get down and dirty to stop any intrusion.
