Here is the key rule:

Ok, I'll admit I could be missing something here, but to me the above sounds like a classic, full on Orwellian example of gov't doublespeak... It's like things are, but arent, but are...
The uspto giveth & the uspto taketh away & the uspto giveth...and all the while, at ea turn, they rake in more & more thousands of dollars. The uspto is about the most inherently conflicted of interest gov't agency I've ever known about. (the BBB is another one. I've heard you must pay them in order to receive good ratings. LOL are you freaking kidding me?)
