Rule 54(b), Federal Rules of Civil Procedure, allows an immediate appeal when the court enters final judgment on a single claim and certifies it for immediate appeal. Most courts require that (1) the court order completely dispose of one or more claims, and (2) there are not any just reasons for delay. The certifying court must make a clear and cogent explanation of its reasons and the factual and legal determinations supporting that reasoning.
