Caroline S. Meador
President and CEO
Caroline Meador is the President, CEO and Founder of Decypher, graduating cum laude with a BS in Science Management from the A.B. Freeman School of Business at Tulane University.

Prior to co-founding Decypher, Mrs. Meador worked in the commercial sector, including two years in London, England, gaining insight into the unique challenges of working in the international arena. After her time in Europe, Mrs. Meador founded a company that was involved in design, development, production and distribution of advertising and marketing products. The enterprise used foreign resources, required engagement with foreign governments, and strengthened her abilities in the international market place. It broadened her understanding and experience, strengthened her business acumen, and led to her co-founding Decypher Technologies, Ltd.

Mrs. Meador has been instrumental in developing Decypher’s infrastructure, using best practices throughout the company’s operations. As the leader of Decypher, she guides development in a manner that focuses on reflecting the company’s core values, most specifically “Respect for All”. She believes that “when you take care of your employees in all aspects of the employment paradigm, the employees will strive to help the company succeed, will succeed themselves, and lead to highly motivated employees. Motivated employees lead to satisfied customers.”

Mrs. Meador provides the vision and inspiration for Decypher, leading it’s pursuit of ever evolving and expanding business endeavors. She sets the tone for all to follow with her commitment to integrity, work ethic, and a healthy balance of business and personal activities. Orvis Meador
Chief Operating Officer
As Chief Operating Officer of Decypher, Mr. Meador has more than 25 years of experience in the Federal and Private Sectors. Mr. Meador holds a BA in Business from Baylor University, an MBA from the University of Incarnate Word, and an MS in Management of Technology from the University of Texas. He currently holds management and technology industry certifications including CCP, CBM, CISSP, CPHIMS, FEA, PMP, SOACP.

Before the creation of Decypher Technologies, Mr. Meador provided leadership as a program manager and IT transformation leader to both national and international corporate organizations. When located in London, England, Mr. Meador provided support to the financial and insurance markets helping major international corporations such Merrill Lynch and Jardine Lloyd Thompson. His time in Europe helped develop his appreciation for innovation as a critical element to fostering business growth.

Mr. Meador provides strategic and innovative technical direction for Decypher. Under Mr. Meador’s direction, Decypher has grown from a startup company to a successful nation-wide consulting firm and has been recognized with enumerable highly coveted business and community awards. His vision encompasses enterprise wide integrated solutions and is the focal point for concepts that exemplify Decypher’s commitment to serve.


John Pope
Chief Financial Officer
Mr. Pope brings over 30 years of contracts, finance, and program management experience in the federal sector to Decypher. Widely recognized for his leadership and management skills, Mr. Pope promotes forward looking strategic thinking that focuses on the “can do” of an opportunity.

Prior to joining Decypher, Mr. Pope was an executive at CIBER, Inc., Federal Government Solutions for nearly 15 years. As Vice President, Mr. Pope was directly responsible for all contract activities supporting the Federal Government, including expansion of CIBER Federal into the international marketplace. Under his stewardship at CIBER, the CIBER Federal operation grew from a $20M per year operation to well over $100M per year operation.

Prior to CIBER, Mr. Pope was a program manager at Hughes Aircraft Company, supporting classified intelligence gathering in both terrestrial and space based environments. During his more than 15 years at Hughes, he developed a skill set based on merging technology with innovative management skills. Mr. Pope has a deep understanding of doing business with the Federal Government in both CONUS and OCONUS environments that include Europe, Asia, and the Middle East.

Mr. Pope earned a Bachelor’s degree in Operations Management and Finance from California State University, Fullerton. While at Cal State Fullerton, Mr. Pope led a team of undergraduates recognized with a national award by the Small Business Administration for a highly successful business turn-around project. He has been published on the topic of the merging of advanced technology within the government acquisition life cycle, and has been recognized within the Contracts and Program Management Community for numerous individual accomplishments.


Richard Baskin
Sr VP Of Operations
Mr. Baskin has been with Decypher for more than five years, and leads Decypher’s worldwide programs supporting clients in the federal markets. Mr. Baskin has a strong record of collaborating with and transforming organizations to be more effective and efficient with a clear focus on people and results and driving continued business expansion. He brings a strong client-focused technical and business development background, with over 30 years of successful organizational and program management.

Before joining Decypher, Mr. Baskin was an Operations Director for NCI Information Systems where he led the development and implementation of standardized and proactive program and project management and business processes, and a Quality Management System for three business divisions. He also orchestrated the capture and execution of customized learning solutions, valued at over $12 million annually.

Mr. Baskin served with distinction in the US Air Force for 22 years commanding and directing Space Operations and Training organizations. He is highly experienced in conducting strategic planning and managing multi-billion dollar Air Force procurement programs. Mr. Baskin holds an MBA in Finance from the University of Colorado at Colorado Springs and a BS in Chemical Engineering from Texas A&M University. Mr. Baskin is a certified Project Manager Professional (PMP) and DoD certified Level III

He has been published in the Air and Space Power Journal on transforming the military learning environment and his paper, “Learning as a Weapon System” was selected as one of the top six papers at the Interservice/Industry Training Simulation and Education Conference (I/ITSEC).
