The logic only has one conclusion: Buy Out.
1) no volume
2) no news
3) Insiders hold approximately 30% of the shares
4) it doesn't seems the company is doing anything.
5) Conclusions: Company is probably working on negotiations to sell...

Hopefully I'm right.
