Not only is "over deliver" an unknown concept in the MDMN universe, so is simply just "delivering".

Valid and succinct post. Pretty much the only "known known" in the Medinah-sphere is their indefatigable ability to deliver defeat from the jaws of victory while screwing the pooch at each and every opportunity.
