That's the best explanation you'll get of how special divvies are paid. As the article points out, special dividends are relatively rare, and when they occur, the pay date is usually only a couple of weeks--if that--after the record date, and companies don't issue new stock during the interim period. So the kind of mess that resulted here doesn't have a chance to happen.

As it also points out, nearly everything is done electronically nowadays, which complicates the situation, it seems. I've never found any source that explains exactly who attaches due bills, and how the presence or absence of those due bills would be determined by DTCC at the time of distribution.
