That depends on preferred series, the owners of the series and other parties involved (Fannie Mae and Freddie Mac). Proposals made by preferred stockholders for a series restructuring would most likely not happen during the conservatorships since they are powerless to enact and participate. Internal conservatorship proposals via the FHFA and FHFA controlled BOD seem unlikely since there is no concern expressed in the 10Qs and 10-Ks about stock markets, stock values, shareholder dividends, or stockholders, etc.
