The bid has already moved up from .0040 to .0045 and no one is selling, the only way to get shares is to spank the ask, and the Market Makers don't have many shares under a penny.

When they file, which they have to, to keep their stock, by 12/31/2016 we will see 2 to 3 cents cash on their book per share, The Ask at .09 will be filled, count on it.
They are not paying for Routers Report for the
Heck of it.
The Insiders are crooks, and we will find out
How much of a crook they are soon.
