second, there is still appeals available to higher national appellate court - which if you understood the case, you would realize, the plaintiffs should have lost since they hadn't paid the leasing payments to the mexican government for many years, prior to uspr leasing the property --- AND THE MEXICAN GOVT LEASED THE PROPERTY TO USPR - USPR MADE THESE PAYMENT FOR SEVERAL YEARS - but local courts can easily be "swayed"
third, since they were not awarded the million, the plaintiffs will be more likely to settle at a much lower number, in lieu of fighting additional appeals
