Lets play conspiracy theories. First off, remember Corbin Motors? Yes, that Corbin of motorcycle fame. He had grand ambitions for a electric vehicle as well as hybrids and motorcycle engine powered types. He actually had working prototypes, distributors/dealers lining up. What happened to them? Years of building then poof, gone! The story I heard was that a partner pulled some bad moves and totally screwed up the business. But why is it that Corbin never recovered or restarted? If the partner of the lenders took control, why have they never continued the Corbin inspired vehicles.

Are there dirty games being played against ELIO that keep causing these delays?

All your timeline changes seem to fall in line for such a case. Suppliers being manipulated and forcing changes to be made? Keep screwing with supply and run up costs in forced redesign? Keep jacking up the debt till there is no possible way to sustain it?
Big oil has the power, the politicians and the banks. The pipeline on Indian land shows that to be true.
