Just to make my point clear, below is a form3 how it usually looks like. Form3's are filed BEFORE any insider purchases are done, as you said from a new guy that get's insider status. Then form4's follow. That's why this one is very strange plus it has zero details about anything that is important like price and day where the insider buying happened. So yes you could easily be right that it was at the date you mentioned and that she might have bought between certain prices but before I see clear evidence, I would never take that for granted simply because all details are lacking here in this case.

Would be interesting to follow up with IR (if there is one) telling them to clarify with details.
