Suretrader does and is allowed to as they are based overseas and just outside the US. A decent # of posters on Ihub have accounts with them and use it for shorting penny stocks. Personally, I never have nor do I have a account there but it is possible and is allowed. If I am not mistaken though, from posters over the years I believe one needs a good size account balance to do so at suretrader, something like 25k or so. Can be done though. That is the only one I know of that allows it.
