Sure. Depends on complexity of site, on how it is tied into the cart etc. Site launches, even simple ones are usually delayed for any number of reasons, including the outside design firm (if you are using one), their development schedule and the number of iterations you have to go through. When I saw October written, I mentally registered December. Just a way of the world. Doesn't necessarily reflect incompetence. All in my opinion only.
