I don't think the interest was generated by "penny chasers attracted to toxic waste" as much as when the problem was solved. First, it was mitigated with a real-money investor, Chuck Rifici, reducing the number of note-holders to just one. Getting that one cleared out is what I think really helped the story. There was a lot of perceived value despite poor management execution, but the toxic notes deterred many from being involved.
