I side with it being the lowball pricing. I think PP didn't like that because it made a big payoff much less likely, as we (so far) have now seen.
It had to have been a very difficult decision to lower the price so much, but who knows what rumors ISC was hearing about competing tech, non-rad, etc..? They risked bankruptcy without getting the TSA deal. Tough call. I think they should have priced it at over 30k a unit and said to hell with the rumors - take it or leave it, and let the chips fall where they may. They had to have a way out. But, that's armchair analysis--reality was more complicated, I'm sure.
ECAC seemed to have saved our bacon but it really just prolonged the agony.
TSA delays though were really inexcusable. They had the most control of all in our outcome. Everything would have been different had they not dragged their feet for so long.
