I am unable to locate the patent award at present, but do recall the announcement (although admittedly, these days my memory is hardly what it used to be). Have a run at these two links:

In finding the above, I performed a quick DD on several of the companies mentioned and found a tidbit worth some consideration:

Should you have stayed alert through the above you will have seen the name Mobile Data Systems as one of the partners tied to the Neustar project. Now have a run at this (and in doing so, recall that Neom performed its reverse merger with Qode Services Corporation in February 2014...coincidence??):
