The SEC's Office of Investor Education and Advocacy (OIEA) serves individual investors. We answer investors' questions about U.S. securities laws and the operation of the U.S. securities markets, assist investors in resolving complaints against SEC-regulated entities, and advise the SEC about the problems encountered by retail investors. We publish investor alerts and bulletins and other educational materials on investing topics, and maintain Investor.gov, the SEC's award-winning website dedicated to investor education for the retail investor.

A graduate of Yale University and the Catholic University Law School, Ms. Head joined the Commission in 2000 as counsel to former SEC Commissioner Laura Unger, advising on market regulation and enforcement matters. She subsequently acted as counsel to former Commissioners Cynthia Glassman and Kathleen Casey. Ms. Head joined OIEA in 2008 as Assistant Director for Policy and became Deputy Director in 2009. Before joining the Commission, she spent several years in the predecessor to FINRA's Office of General Counsel and in private securities law practice with Kelley Drye & Warren and Dechert LLP.

Ms. Head led OIEA's work on a study of financial literacy mandated by Section 917 of the Dodd-Frank Wall Street Reform and Consumer Protection Act that the SEC submitted to Congress in August 2012. She is the SEC's representative on IOSCO Committee 8 (C8) on Retail Investors and was the lead on C8's recently published report on Antifraud Messaging.


That's one hell of a paycheck for a licensed attorney who is lying about whether a global lock is part of the Security and Exchange Act of 1934.
