Breaking up the US is the eventual NWO plan, to balkanize us into weak regional areas (micro/mini-states). So like the 'former Soviet Union', we'll be the 'former United States'.
But this isn't to happen until well after the financial collapse/SDRs and after Russia and China are neutralized. They can't break up the US until after they've sufficiently neutralized all existing rivals to their world government, which won't be for years. The vast assets of the (former) US military will become the core of the UN global police force which will maintain the NWO world government in perpetuity. At least that's the plan.
Historically, after failing to reconquer the US in 1812, the British/City of London aided and funded the secession movement of the South which lead to the Civil War. Breaking up large countries into weak fragments is the essence of divide + conquer going back to the Roman Empire and before.
When the time comes to finish off the US, that could be when a big EMP attack happens (as a false flag) with someone like N. Korea being blamed. But this is well in the future, after Russia/China have been safely neutralized.
Another possible EMP scenario would involve a very small/limited EMP attack which wouldn't wreck entire the US, but merely justify some specific NWO domestic or foreign policy goal, ala 9-11.
