I don't think so. It's possible a big pharma company wants it now, but if CYDY management are getting lowball offers then they will refuse it. The problem with the OTC is that biotech companies buy other ones for real small value. I don't remember the name of a biotech but it traded on the OTC and was bought by Celgene for like $200 mil to $300 million. CYDY management are probably asking for $2 billion or more and that's something that wont' be paid on the OTC.

Also the phase 3 endpoint is gonna be announced in Q1 2017. If anything I believe that if any buyout were to take place it would be if the company meets the phase 3 primary endpoint, not before hand. having said that after CYDY dilutes it will get a lot of money and then it would be a good time to start a position IMO before the Q1 2017 phase 3 results.
