Current SEC Suspensions list and looks like 2 to 3 yrs on average to get Suspended for failure to file reports?

Sometimes, and sometimes not. The SEC is now suspending and revoking registrations of some stocks as early as 5 months delinquent.

Those with significant regulatory histories with the Commission tend to be revoked much sooner that those companies that don't. And TALK has a significant regulatory history with the Commission. That is a very bad sign. Especially since they stated their old financials are not reliable (which makes them even more delinquent) and they filed a bogus 8-K for the purported change in fiscal year which did not comply with the law. A HUGE strike against them.

Realistically, TALK could be suspended at any time.
