Leading up to the divvy shares being issued, maybe. It's an attention grabber. Even for sometime after, as the company puts out grandiose prs about everything they say they're going to do.

But oftentimes, the restrictions on such divy shares never come off, leaving shareholders stuck with worthless paper as the sp of the free shares prove to be useless.

That's why they're issued most times. During the restricted period, the sp plummets from the unrealistic adjusted price caused by the R/S. It'll start out at $1 but quickly fall from there. How far and how fast will be interesting to watch.
