What makes you think that?
I dont know that there is a set time for approval.
First it would depend on when/if they filed.
Then i would have to assume that they will not do any RS without approval of the divi.

So this would tell me they would need to get everything approved at once.
What good is the igex RS if they wont allow the divi or vice versa.

Igex will need a S1 to issue the divi also.
The S1 hasnt been filed yet and wont until after the RS.

I think it best if people dont start making up stories and timelines to suit their desires.
But...
