That's interesting and something I didn't know. On the other hand, if he "intended" to get those permits and has a paper trail to show his intention, whether his intention was false or not, he's in the clear. It's all in the paper trail.
As an example, let's say he had the paper work completed and ready to file, but in the meantime he discovered he had no real solid base in Europe to ship to. Let's say he worked hard to get that base over a period of 6 months, but it never materialized. Let's also assume he has the documents to prove that as well. He did take several trips to Europe if you recall. I'm sure he has all of that documented. He can make a claim that he was trying to establish a base to ship to. Again, the paper trail may save his sorry ass.
See- most think Weber was dumber than a pump handle. I don't. I think he was very calculated in ALL of his actions and every step of the way he knew exactly how to play the system (and us) and get away with it.
