In my opinion what happened was, in trying to reach the 1.5 volts faster they had to combine to much solar cell area using the multi-junctions. I think this is what cause the amps/cm2 issue that they are trying to overcome now. Though if I'm not mistaken, they can continue with the current volts and energy density if the can mount their low cost electrolyze with the current solar cell.
