FINRA and DTCC...the only reason Vakser scrambled to secure another ticker (in this case SUTI) was because DTCC slapped his first MMJ scam [PRPM] with a year long global lock. Why? Because David C. Delaney --a former FINRA employee operating as DELANEY EQUITY GROUP LLC-- was caught conspiring with "company B.A." (i.e SEC destroyed Big Apple Consulting-- see http://caselaw.findlaw.com/us-11th-circuit/1697268.html ) to trade nearly a billion "unregistered shares" --and thereby violating anti-money laundering laws-- in five companies.. including PROTEK CAPITAL [PRPM aka Propalms].. "in a scheme to evade securities laws."

"Customer B.A. DEG engaged in a pattern of of depositing large blocks of newly issued, unregistered, low priced securities and then liquidating the positions. B.A. was a corporation engaged in the business of stock promotion"

(NOTE: Every one of Eddie's tickers was a Big Apple Consulting client. See page 4 where it states that Delaney entered into an agreement to purchase 50 million shares of Eddie's SEC revoked ARTFEST INTERNATIONAL fka ARTS).

Reading this complaint explains a lot about all the "Rule 504 exemption" trades listed in Eddie's disclosures.

Even though the DEG/ PRPM scams happened before Eddie took over operation it explains a lot about how and where he learned to scam others and the cesspool from whence his toxic tickers came from.

As far as FINRA goes.. Eddie has a long history of announcing the filing of ticker symbol changes purely in order to pump his stock. Such approval would naturally be viewed positively by investors. However, aside from ARTFEST [ARTS fka ARTI.OB] EDDIE HAS NEVER MANAGED TO GET A SINGLE TICKER CHANGED. Despite this, he renamed PROTEK as "MARIJUANA VENTURE CAPITAL (MJVC) INC." thereby incorporating a fictitious/ unapproved new ticker symbol into the corporate name.
