Most stocks do decline after a reverse split yes because its a bad sign. In other words "why do they need to raise price artificially rather than organically". They can't and won't make the transition. Its a scam. They already know they won't be able to uplist. They have pulled this stunt several times already. In the rare cases where reverse splits work the price usually increases immediately because management has taken the time to ensure that there is a process in place that will support the reverse split. These guys just took 90% of the stock and immediately started handing shares to Lincoln while they look for unknown investors to do a secondary with. Completely unprepared. Ideally there should have been some kind of positive inflection point news to go along with the move. What did investors get with this move: Immediate news of doubling share count with warrants and a poster presentation. Yeah good luck with that. ie the current warrants on the books make it impossible to currently uplist unless they are exercised and they are underwater at this point. Now they want to dump more warrants on the balance sheet. They are not serious about uplisting. They are only serious about raising cash and share count.
