There are certain "fees" that revolve around keeping OTC companies reporting. Even as simple as filing fees and some "press releases". When the Board of Directors get "tired" of supporting those fees, large and small, you get stagnation! If you don't even have a few thousand dollars every few months, you can't continue with the filings and/or even the T/A! You don't have to call Teresa a crook or liar. Her intentions are honarable. She's just broke!
