Some people feel a sense of entitlement. They have no clue about how they affect other people. They are the sociopaths, socially retarded, mentally unstable, and more.
That is why we have laws in order to hopefully protect us from the wrong doings of those undesirable types.
I know justice seems to be dragging slowly, but imo, the socially unacceptable people finally get a cleansing via the reality of the justice system.
