another post, the difference also is PHilex have alot of other businesses , FECOF is basically entirely sc72 , the value anyway , so until an official announcement there might be a reluctance to go all in, i am sure both govt would love to announce before visit ends.........please see another article, a little bit more conservative, but it is happening, certainly for those that want time to buy more shares.
