You're claiming it's a lie for NNVC to refer to efficacy studies as "IND-enabling studies"?

I guess lots of people are "lying" then, and all of them are committing fraud, LOL.

A simple google search lists NUMEROUS instances of such use in the industry.

Here's one of the first ones for you:

"Drug and Biological Development: From Molecule to Product and Beyond" book, page 102:

"From the preclinical standpoint, a number of IND-enabling studies are typically needed that each can take a year or more to complete. Such studies typically include animal efficacy studies related to the clinical indication and detailed toxicology studies ..."

It is common to refer to preclinical efficacy studies as IND-enabling.
