The CIA is Preparing a Cyber-Response to Russia's Cyberattack on the US Presidential Election

When moderator of "Meet the Press", Chuck Todd, asked Vice-President Joe Biden "why America hasn’t responded to Russian attempts to interfere with the Presidential election?"

Biden said, “We’re sending a message,” with a barely-suppressed smirk. “We have the capacity to do it. He’ll know it. It’ll be at the time of our choosing, and under the circumstances that have the greatest impact.”

U.S. intelligence officials also revealed to NBC that the CIA already has an extensive trove of documents detailing startling transgressions by Russian President Vladimir Putin.

One possible indication occurred in July, Russian officials disclosed that spyware had been discovered on multiple government networks.

A far more serious attack on the global internet is being prepared by the Chinese Liberation Army Section 61398 which is dedicated to hacking.

Section 61398 recently ceased the theft of commercial secrets after China signed an extradition treaty with the United States for anyone who commits cyber theft of commercial information.

Since then officers of PLA Section 61398 have shifted their resources to methodically planning a system-wide global attack on the basic infrastructure of the internet. China's hacking attacks appear to be focused on designing an attack to halt all global email traffic, and take specific name domains offline.

Bruce Schneier, CTO of IBM’s Resilient and a fellow at Harvard’s Berkman Center, said that most of the attacks were standard, though huge, DDoS attacks —blasts of data designed to overwhelm servers. What distinguished them was their methodically escalating nature. The attacks, described by sources speaking to Schneier anonymously, are coming in slowly mounting waves, forcing companies to “demonstrate their defense capabilities for the attacker.” His inside findings align with a public report from domain registrar Verisign, which says that DDoS attacks have “continued to become more frequent, persistent, and complex.”

On October 12, Charlie Rose interviewed John P. Carlin previously Department Head of the US Justice Department focused on commercial cyber-crime, then most recently the department focused on national security cyber-attacks.
