To my knowledge Tracy has not been the "subject of" any SEC investigation. He has been 'subject to' subpoena regarding a 'client' in an attempted fishing expedition, but that is legally far different than being the 'subject of' an investigation.
Any busy attorney in securities, corporate, banking & taxes may expect to get an occasional subpoena in regards to a 'client', and they all will remind the court of attorney/ client privileges, the bulwark of our 'system'.
As far as Nevada Laws, by our State Constitution we expressly subjugate to Federal laws more than any of the other States... a condition extracted to attain statehood.
