He programmed, budgeted, and executed $3-4 billion annual Foreign Military Financing program, $42 million annual International Military Education and Training programs for 121 countries, and $300 million annual operating budget. He controlled manpower, funding, and policy for the worldwide security assistance organizations in 70 countries. He managed cases valued at $197 billion and visited more than 80 countries.
