A single 1:10 R/S in the last 15 years is unlikely to scare off investors.

I mean, it didn't scare you off, right ?

In fact, it is quite standard to launch a new subpenny "come back" attempt with a solid Reverse Split.
That way the pumpers can all comment how nice the share structure appears to be.
