AN EXPECTATION OF WHAT WILL START IN A FEW MONTHS

is the essence of a forward-looking statement. A false statement would be: "TOX studies are currently in progress" but in fact, they have not started yet.

Do you see the difference? One is an expectation about what will occur. Clearly, the statement refers to the future. That it did not is simply an example of a failed prediction. The second statement would be a lie. But they did not do that. They merely failed to predict the future.

I failed to predict the future price of NNVC. I gather many others here did as well. Does that make us bad people? Of course not. It just proves we are fallible human beings.
