Hard to tell from this filing, but the way I read it just seems to be notification that they can take off from where they left off with the ATM prior to the offering. Mess either way. Must be some kind of sweetheart deal with the last couple of offerings because the sp almost immediately collapses following. And you're right. Could really use a nice order pr...a big order to reduce flare gas in the Bakken would be nice!
