then, he states that the mercantile-shipping market has been in a rough downturn .. doesn't sound a big news .. more of a bottom then a news.... , well could-be-the bottom was first half of 2016 really , if one consider that rates/oil/bdi index are the major drivers of a change of trend in price, its all alredy happened
